Office 2003 installation questions

I have just bought Office 2003 Pro (unopened retail version with COA and
Product Key) and want to upgrade from Office 2000 on a Windows Vista
computer.
When I insert the new CD, the 'Upgrade' option does not appear -- why
doesn't it recognise that a previous version of Office is installed?

MS office was loaded by Dell. I just noticed it is taking 4094 mb on my hard
drive. Is this correct shouldn't it be around 300ish mb? I tried to
reinstall it from the disk Dell sent with the computer and it will not load
there is an error. Called Dell. That is a joke. ...

Deploying PerUser settings via OCT created MSP files

Is it necessary to run the msp for each user? I noticed that when I ran the
MSP once, the changes I made appeared under the HKLM\...\Office\12.0\User
Settings\{GUID}.
I'm asking this because if I can just apply it once and the settings

and I disabled the macro of this file. and this problem still exists.

I purchased Office 2007 Pro Plus through my school. I had to reinstall Vista
(which I did on a larger hard drive, so I still have the old one for now). I
can't find the Office CD/serial, but I downloaded the trial version and tried
the Office product key that is displayed in Office on the old hard drive ...
