Outlook Addin with ALLUSERS property is not available for all user

Hello, I have a Deployment Problem with my Outlook Addin (VS2005).
Its working fine for the User who installing it (Administrator rights) but
even if the option ALLUSERS is selected it’s wouldn’t appear for other users
on this machine.

I have developed a form for outlook with both option buttons and
checkboxes, each type of which is in groups. I can assign them to option
groups either with the groupname (VBA or properties) or a frame - which
ever will work better with my problem/question.
