Outlook disables macros

Somehow Outlook disabled macros and I can not figure out how to enable
it again. Setting security to low does not help. I had just started
writing some VBA for outlook and it was working fine. The next day
when I opened outlook and the VBA editor it would no longer let me run
and subs. It will not even run a sim ...
