GetClipboardOwner() fails to return "correct" Clipboard Owner

Hello,
I need to determine the application window title for the app that owns
the clipboard. As I understand, the last app to place data on the
clipboard is the Owner (until an app Opens the clipboard with
::OpenClipboard()!).
The following code is triggered on a Paste in my app and returns what appears ...
