Limitations when using a secondary PST file

I have Outlook 2003 SP1 running on a Win 2000 SP4 desktop and XP SP2
laptop with a Wifi network. I have a local PST file on the laptop
but keep my calendar, task list and mail archive in a PST on the
desktop and access it over the network.
This article says Microsoft does not recommend such a configuration

I have some users who have created new folders in their Contacts folder in
Outlook on their workstations. For instance they have their Contacts folder

Moving emails to folders

I can't move (drag & drop) emails into folders after using "find" - i can
move by right clicking and selecting "move to folder"
It works with filtering...
How can i fix this ? ...

Folder Permissions

In my Public Folders I created a folder for one of my users. I set the
permissions for that user as Owner for that folder. So, myself and that user
both have Owner as our permission level.
He has been able to create new folders below the origianl one just fine.
Until now. Now he is being told he does not ...
