Error "Can't Open Item" When opening public folder items

I'm running exchange server 2003 sp1 with outlook 2003 sp1 on winxp pro sp2
clients. We have two public folders, one for contacts and one for calendars.

contact not visible to shared mailbox

My apologies in advance if this has already been covered. Exchange 2000 on
server 2000, desktops are 2000 pro and outlook 2000. A user can see another
user's shared contacts, except that some of them (approximately half) are not
visible. Is there an attribute on each contact that controls who can see them? ...

I have been using Microsoft Shared Fax locally and it has been working great.
The problem I ran into is we created a shared contact list in the public
