How to specify local modem not Communicator to Dial from Outlook

I have Outlook 2007 installed with local TAPI modem configured for outbound
dialing. However, once I installed Communicator 2007 (company mandated)
Outlook really, really, really wants to use Communicator for outbound calls.
Unfortunately, my company has not enabled outbound calling via Communicator

Outlook 2003 Restrictions on hyperlink usage

cancelled due to restrictions on this computer. Please contact your system
