Stuck in OUTBOX- Outlook 2003 with Win XP SR3

I am using Using Outlook 2003 with Win XP SR3.
The send command does not release the outgoing mail from the OUTBOX.
This is an intermittent problem that is happening on average 60% of the

Auto archiving Notes section?

Is it possible to auto-archive items in the Notes section of Outlook? I
currently have auto-archive enabled for items older than 6 months. My
understanding is auto-archiving is only for emails. It does not include Notes
section, Calendar, To-Dos or any other modules of Outlook. If my

Cannot Drag and Drob Emails

I cannot drag and drop emails from my in box to my subfolders. I have been
able to do this everyother day, however this morning, it does not work.
There is no error that pops up. I am on version 2003.
