I was lead to believe DAO.DBEngine.Version returns back the version of Jet.
On my machine it returns 3.6.
I have msjet40.dll in my Windows\system32 folder. It is dated 8/11/04. The
file version is 4.0.9511.0.
Am I running the latest version for Access 2003 running under XP. ...

This helped in a round about way , LOL , check out this work around.
I installed the office 97 pro on XP home , after the installation nothing
was showing up in the start - programs , and everything except acess was
working...
I had to browse for the programs .exe to see if they were or were not work ...
