Help opening a blocked Zip File

I have a zip file that I know is safe and that I downloaded from my FTP site.
It is saying that windows security is blocking it. Help questions say to go
to properties and uncheck the blocked box, but that doesn't exist.
Secondly, I have another file that says there are no files, there is an

want to apply security to the database, I have to split it into Front End and
Back End db's and then apply the privileges. Is it possible to set
