Mixing Access 2007 with 2003 and Replication

I am presently using Access 2003 and contemplating upgrading to 2007 and have
a couple of questions.
1-If I keep my MDB as "2002-2003 format" can it take advantage of all the
changes, in particuler "Export to PDF", I want to be able to Email directly
(no more PrimoPDF)?
2-If I change my MDB to 2007 can ...

Permissions Error creating the Design Master

I keep getting the following error "Microsoft Replication Manager can't open
.......
You do not have the necessary permissions to use the .......mdb" Error
code is 3030.
I've looked everywhere in and out of the .mdw file, and tried everything I
can think of.
