IE7 hangs on runonce page plus other problems

Dear All
I have tried finding a newsgroup for IE7 without luck so I am posting here.
1. When I start IE7 it goes to the runonce page which I believe is the
customise settings page. It shows as downloading everything in the
bottom bar, but the page remains completely blank.
