Why is IE on Vista not loading up at certain times?

I've noticed that IE has a tendency to stop loading up ANY website at
certain times when using a laptop or desktop as well.
Why?

Cant print pdfs from IE7 or firefox.

When i try to print a pdf that loads in my browser either ie or firefox
i get a message that says cant start printer. The only way im able to
print the document is if i do a save as and then open it up in adobe
standard. This is very annoying for myself and my users. Is there
